Whittier, CA. – On Friday, December 3, 2010, the Whittier Police Department will conduct a DUI/Drivers License Checkpoint. The checkpoint will be conducted in the City of Santa Fe Springs. The time of the checkpoint will be 7:00 PM to 3:00 AM.

WHITTIER POLICE CONTINUES SPECIAL TRAFFIC ENFORCEMENT PROGRAM
PRESS RELEASE
FOR IMMEDIATE RELEASE:CONTACT: Sergeant Dan Lowe

WHITTIER POLICE CONTINUES SPECIAL
TRAFFIC ENFORCEMENT PROGRAM
In a continuing effort to save lives and prevent injuries on our city streets, the Whittier Police Department is expanding their regular traffic enforcement with special operations. These operations are funded by a recent $220,000.00 grant awarded by the California Office of Traffic Safety. Special traffic enforcement measures will be instituted by the Whittier Police Department as law enforcement continues their commitment to keeping our roadways safe through both enforcement and education.
Interim Chief of Police Jeff Piper stated, “The Whittier Police Department is committed to increasing traffic safety through enforcement, education, and various programs with a specific focus on reducing injury traffic collisions thus creating a safer environment for all who use our roadways.”
The Selective Traffic Enforcement Program (STEP) grant is to assist in efforts to deal with traffic safety problems and to reduce the number of persons killed and injured in traffic collisions. Traffic deaths from all causes declined in 2009 in California by 10.3 percent from 3,434 killed in 2008 to 3,081 in 2009. The state recorded 950 alcohol-impaired driving fatalities in 2009, a 7.6 percent decline from 1,025 in 2008. However, DUI deaths remain at 31 percent of fatalities.
“Everyone in California should be heartened with these figures,” said Christopher J. Murphy, Director of the California Office of Traffic Safety (OTS). “But as encouraging as this is, we can’t let up on the efforts to encourage and enforce traffic safety. Thousands are still losing their lives or being severely injured on our roadways.”
The grant activities will specifically target DUI offenders, drivers with suspended or revoked licenses, illegal street racing, red light running, and seatbelt violations. This will be done through the use of DUI/driver’s license checkpoints, special enforcement operations, and court stings where DUI offenders with suspended or revoked driver licenses get behind the wheel after leaving court.
For a second year in a row special Motorcycle Safety Enforcement Operations will occur. Motorcycle fatalities have finally turned and dropped in California, following a decade rise in deaths. In 2009, 393 motorcyclist were killed, a 29 percent drop from 2008 statistics. Sadly, California remains one of 3 states that still lead the nation in motorcyclist’s deaths.
Whittier Police Officers will be conducting specialized enforcement efforts throughout the course of the next year. Extra officers will be on duty patrolling areas frequented by motorcycles. Officers will be cracking down on traffic violations made by motorcyclists, and other vehicle drivers, that result in far too many motorcycle collisions, injuries and deaths.
“More people are making it home safely and alive each day,” said Murphy. “But to keep this trend going, we will continue to strive to meet our vision – Toward zero deaths, every 1 counts.”
Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Whittier Dedicates New Police Facility

Subject: Whittier Dedicates New Police Facility
Whittier, CA - The culmination of a major City construction effort will be achieved when the new Whittier Police Station, 13200 Penn Street, will be dedicated on Tuesday, October 26th 2010.
A formal grand opening ceremony and ribbon cutting, with the Whittier City Council and other local dignitaries, will be held at 10 a.m. October 26th 2010, and the public is invited to attend. Following the event, public tours of the new facility will be held until 12pm.
After the Whittier Police staff moves into the new station, it will be officially open for business on Wednesday, November 3rd 2010.
On Saturday, October 30th 2010, the Whittier Civic Center will be the site of two community events. Additional public tours of the new Station will be held from 10 a.m. to 12pm that day.
The second event will be the first annual “Fit for Life” 5K Run/Walk and Children’s Half-Mile Dash, sponsored by the Whittier Community Foundation, a non-profit group which raises funds year round for projects and programs to benefit the community. This year, the Foundation is spearheading the fundraising for the Whittier Police Memorial, a privately-funded tribute to the police force, which upon its completion will be placed at the entrance to the new Police Station. For information on this event, contact the Community Services Department at 562-464-3360 or www.cityofwhittier.org.
Ground was broken on the 55,000-square-foot facility on December 8, 2008. The cost of the new Police Station is $23,000,000 as part of a $35,000,000 civic center improvement project, which was paid primarily through existing or expected special funds, such as Asset Seizure, Redevelopment, Earthquake Project Area and Public Safety accounts.
“The original 1955 police facility was designed for 20 sworn and civilian staff.” said Whittier Mayor Greg Nordbak. “As Whittier has grown, so has our police staff. We now have 124 sworn officers, 79 civilian and 28 volunteers. In addition to providing much needed space, the new building has an upgraded 911 system with the latest technological advances so we can serve the public in a more efficient manner.”
“In addition to the problems of accommodating a much larger staff than the building was originally designed for, the overcrowding caused difficulties in serving crime victims, maintaining security, storing evidence and property and providing efficient work flow between divisions”, said Mayor Pro Tem Cathy Warner.
The new Station is located on the southeast corner of Penn Street and Washington Avenue, adjacent to Whittier City Hall. The architecture was specially designed to blend with the City Halls 1950’s Modern style.
“The new Police Station will offer sufficient space for us to efficiently serve our residents,” Council Member Bob Henderson said, “and will offer improved security for police operations.
“A special facet of the new Police Station will be its citizen-friendly layout,” Council Member Owen Newcomer said. “All of the routine police functions utilized by the public on a day-to-day basis will be located conveniently off the lobby on the first floor.”
These functions will include such items as interview rooms and fingerprint services. There will also be a meeting room seating 30 to 50 depending upon use and set-up, which will not only be used for police functions, but also by the community for such events as Neighborhood Watch meetings, Town Hall meetings and other purposes.
“We are very proud of this new facility, which will improve our police functions and make it more convenient for our residents when they need to visit the station,” Council Member Joe Vinatieri said.
“This new state of the art facility will enhance the police department’s ability to provide quality service to the community,” Chief David Singer said.

Crime Prevention Alert - Paving Scams
Recently, there have been incidents of "paving scams" occurring in the Whittier area. The Whittier Police Department would like the public to be aware of these scams and urges homeowners in doubt of a company’s legitimacy to contact local police departments or city building inspectors. The following article was taken from the Department of Consumer Affairs, Contractors State License Board. The article contains usefull information for the prevention of these scams.
What You Should Know Before You Hire a Contractor
Take your time before you make a decision about hiring a contractor.
Get at least three bids and check references.
Hire only licensed contractors.
Anyone performing home improvement work valued at $500 or more must be licensed by the Contractors State License Board.
Get the contractor's license number and verify license status on-line or by calling (800) 321-CSLB (2752).
What You Should Know About the Contract
Get your contract in writing and don't sign anything until you understand the terms.
Required in your contract: a specific description of work to be done, materials to be used, total cost of the project, and start and completion dates.
Ask a friend, relative, or legal representative to review the contract before you sign it.
What You Should Know About Unscrupulous Contractor Scams . . .Door-to-Door Solicitations
A solicitor offers to do roofing, painting or paving work at a reduced price. Once payment is made, little or no work is done and the project is abandoned.
High Pressure Sales
An unscrupulous contractor pushes for an immediate decision about work, which makes it impossible for the homeowner to get competitive bids, check licenses or review references.
Scare Tactics
A deceitful contractor offers to perform a free inspection, then claims that faulty wiring, bad plumbing, or a leaky roof put the homeowner in peril. The alarmed homeowner agrees to unnecessary and over-priced work.
Demand for Cash
A contractor demands cash payments, sometimes going so far as to drive the victim to the bank to withdraw funds. With money in hand, the unscrupulous operator takes the money and runs.
Illegally Large Down Payments
A dishonest contractor takes more for a down payment than is allowed by law, claiming to need instant cash for supplies and to pay workers. By law, a down payment cannot exceed 10 percent of the project price or $1,000, whichever is less.
Verbal Agreements
A contractor states that a written contract is unnecessary--promising to deliver on the verbal agreement. The shady operator takes advantage of the situation to perform shoddy work--or none at all.
What You Should Know About Payments
Don't pay cash.
Include a payment schedule in your written contract.
Don't pay more than 10 percent of the job or $1,000, whichever is less, as a down payment.
Don't let payments get ahead of the work.

The CSLB provides information about a contractor's license, bond and workers' compensation insurance status, as well as pending and prior legal actions.

Police To Increase Enforcement Aimed At Dangerous Riders & Careless Motorists
***FOR IMMEDIATE RELEASE***
August 5, 2010
Whittier Police Department Enforcement Campaign
Targeting Motorcycle Safety
The Whittier Police Department will be conducting a specialized Motorcycle Safety Enforcement Operation on August 6, 2010. Extra officers will be on duty patrolling areas frequented by motorcyclists and where crashes occur. Officers will be cracking down on traffic violations made by motorcyclists as well as other vehicle drivers that can lead to motorcycle collisions, injuries and fatalities. Motorcycle fatalities have been on the rise in California, increasing 175 percent in the last decade, from 204 killed in 1998 to 560 killed in 2008.
Factors contributing to motorcycle crashes very often include speeding and impairment due to alcohol and other drugs by motorcyclists. The Whittier Police Department is also reminding all motorists to always be alert and watch out for motorcycles, especially when turning and changing lanes.
Another major factor leading to motorcycle crashes is inexperience. Riders, young and old, are encouraged to seek training and safety information. Many people are riding motorcycles without the proper motorcycle license endorsement and without the skills necessary to ride safely.
Rider’s can get training through the California Motorcyclist Safety Program. Information and training locations are available at www.CA-msp.org or 1-877 RIDE 411 or 1-877-743-3411.
Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Vehicle Burglaries On The Rise
Date: July 28, 2010

Subject: Vehicle Burglaries On The Rise
Whittier, CA – Over the past several months, the police department has recognized a rising trend in the amount of vehicle burglaries and thefts from vehicles occurring throughout the city. The thefts are typically occurring between the late evening and early morning hours. In an effort to reduce the risk of becoming a victim of a vehicle theft or burglary, the police department is seeking the public’s assistance in this matter.
The Whittier Police Department has started a campaign to educate the public of this trend through the distribution of post cards and fliers throughout the city. The post cards and fliers urge the public to lock their vehicles and hide all valuables to reduce the risk of becoming a victim.
Although not leaving valuables in your car is the best option, we understand that this is not always possible. If you leave valuable items visible in your car, you automatically make yourself a target for theft. If you must leave valuable items in your car while out and about, place the items out of sight before reaching your destination or move them inconspicuously. This includes packages, backpacks, gym bags, GPS units, MP3 players, and so forth. Someone may be watching when you put items under a seat or throw something over them. An opportunistic thief will also be on the lookout for packing valuables in the trunk, and can break into your car the minute you're out of sight.
The public is urged to call the police to report any suspicious activity, particularly persons seen wandering around parking lots or neighborhoods and/or looking into vehicles as they walk by. When asked about rise in vehicle burglaries, Police Chief David Singer said, “Car Burglars are looking for an opportunity to steal. We need to remove that opportunity by removing valuables from our vehicles".
The Whittier Police Department is committed to educating citizens on how they can take precautions to reduce the risk of becoming a victim of theft. For more additional information please visit the department’s website at www.whittierpd.org.

Buckle Up Day & Night
FOR IMMEDIATE RELEASE
Sgt. D. Lowe, Whittier PD
MAY 13, 2010 (562) 945-8256
BUCKLE UP DAY AND NIGHT
Seat Belt Ticket Increases to $142
Whittier, Calif. – If you’re planning to hit the road for a late spring or early summer getaway, be sure that everyone in the car wears their seat belt on every trip, day and night. Law enforcement throughout the state, including the Whittier Police Department will be looking for unbelted drivers and passengers as part of the 2010 Click It or Ticket mobilization, May 24 – June 6. This year, fines and fees have increased from $132 to $142 for first time adult seat belt violations. For children under 16, the fine is now $445 for a first time offense.
“Keep your friends and family safe by buckling up no matter where you’re going,” said Chief David Singer. “We will be looking for motorists throughout the area who are not buckling up, day and night. It’s not just about avoiding a ticket; it’s about keeping the ones you care about alive.”
Seat belt violators will receive citations – no warnings. The Click It or Ticket campaign relies on heavy enforcement and public education as a means to help save lives on California’s roadways.
“Wearing a seat belt is just simply the easiest and most effective thing you can do on the road to protect yourself and your family,” said Christopher J. Murphy, Director of the California Office of Traffic Safety. “That means buckling up day and night, on every trip.”
More than 600 permanent Click It or Ticket highway signs, which have been up since 2005, will be updated to reflect the new ‘Minimum $142’ in the coming months.
Currently California has a seat belt usage rate of 95.3 percent, but that still means over half a million people are not buckling up. Properly restrained drivers, passengers and children have a 50 percent better chance of surviving a crash than unbelted occupants. Those ejected from vehicles in crashes or roll-overs are up to 35 times more likely to die than restrained occupants.
More than 150 local law enforcement agencies statewide and the CHP will be participating in this year’s Click It or Ticket mobilization. Funding to support California’s Click It or Ticket campaign was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Residents & Businesses Urged to Sign Up For Emergency Alerts
With the renewed threat of rainstorms, Los Angeles County officials today urged residents and businesses to sign up for emergency alerts by registering their cell phone numbers and e-mail addresses on the Alert.lacounty.gov website.
The County’s emergency mass notification system, called Alert LA County, has the capability to use phone, text and e-mail messages to alert residents and businesses when there is an emergency situation in their area and advises of needed actions, like evacuations.
The system was activated 25 times between Jan. 18 – Jan. 22 due to rain, flooding and mudslides, with some warnings going to as few as 34 people and some to as many as 513.
All landlines are already included in the system, but people must register their cell phone numbers, Voice over IP phone numbers, and e-mail addresses. This information can be added on the Alert.lacounty.gov website.
Because the Alert LA County system uses geomapping, each telephone number and/or e-mail address can only be associated with one street address in the system.
The Sheriff’s Emergency Communications Center uses the system to issue local and regional alerts, drawing the boundaries of the area to be notified on a computer map. Recorded alerts provide information on the nature of the emergency and necessary actions.
If calls are picked up by an answering machine, the system will leave a recorded message. If the number called is busy or does not answer, the system will redial the number in an attempt to deliver the message. The system is TTY/TDD compatible.
Until implementation of Alert LA County in May 2009, the County had no consistent way to contact residents and businesses in case of regional or local emergencies.
The notification system improves the County’s ability to communicate faster, better and more reliably, providing the ability to target messages and follow-up information to residents in affected areas, and reduce the potential for miscommunication by distributing accurate and consistent messages.
